You can go to any US consualte at Canada, such as Vancouver BC, Calgary AB, Toronto ON, Ottawa ON, Montreal QC, Quebec City QC and Halifax NS (not for first time H-1B).
Did you mean Halifax NS does not provide visa service for the first time H-1B holder? What do you mean by the first time H1-B? Does it mean somebody never got visa stamp for his/her H1-B status? I got my H1-B while I was a student in the US and I am thinking about going to Canada to get a visa stamp on my passport. Do I consider first time H-1B? Thanks for your time.
