Citizenship privileges question

First of all,

Thanks to all those that have responded to my messages. Here is another question:

Once an US Citizen, can you apply for a Green Card to a spouse that is in the US, but has lost her status as an F-1 visa? Will she have to go back to our country or can she apply directly in the US?

Yes, you can, as long as your spouse entered the country legally.
