Change Employer - Resign first, or Apply New TN first?

Can I apply a New TN for the new employer, before resign the current employer?

Or I have to resign first, then apply for a new TN to work for the new employer?
 
In this time of inconsistent treatment of TN applications, one would be ill-advised to resign from Job #1 without first securing Job #2.

Go to the border with new TN petition, get second TN for job #2, keep the first I-94, and then give notice (or just leave) Job #1.

It is perfectly fine to have 2 TNs at the same time.
 
What shall say to the Border officer?

Can I tell them I want to change employer? It is possible for them to ask - Have you resigned the first job already?
 
Just ask for a second TN. This is done regularly. You could conceivably continue to work for both.

If you say you are 'changing' employer, they will take away first TN and you will no loger be allowed to work for them from that moment.

That is not usually practical.
