Can new/small company file GC under PERM?

Hi

My friend is in a unique position. He got a offer from a very small and new company but they have a good contract for him. This contract seems to be atleast 1 to 1.5yrs.

Since he completed 4.5yrs on his H1, so he is really in a rush to file GC under PERM.

But he heard from someone that company's can file under PERM atleast after a year of their registration.

Is this true??

Not necessary.
But if comapny financial is not OK, you may face great difficulty in the I 140 stage with INS.
