can my husband give his interview in HINDI (regional language)

I am a LPR and I have applied for my husband who is in INDIA . my main concern is this 'can he give his interview in his local language?' we both have doubt for this because i am already dependent on my brother and studying right now.
he is scared what if interviewer questions him - you do not know english, your wife is dependent on her will be brother,what would you do by going there? you will be dependent on her brother and in last you will be dependent on county/state.
 
Generally speaking:
1. If you want to move to USA, you should learn English.
2. When you apply for immigrating to USA, there should be a sponsor. If you becomes public burden, the sponsor will be responsible for it.
If you are interviewed in India, Hindi might be OK. But if you are interviewed in USA, you have to speak English. You can hire an interpreter.
