Can I supplement additional document before RFE?

Hi, All:

I filed by the end of Aug to catch the Cap but the materials are not complete: the proof for a pending master degree and transcript is not included.
I got receipt notice one week ago and wait for further decision: I hope it's a RFE.
I got the proof and transcript now.

Can I fax/mail them to BCIS in VT before they issue a RFE using Receipt Notice# as a reference?
