Can a case be transferred to local office after RFE???

I've also seen others on this forum get transferred after an RFE.

REF is about employment letter and W-2’s.
My case is for future employment, I was working for company ‘A’ and company ‘B’ filed my Green card and I am working in different jurisdiction (i.e. my GC is filed with VSC and I working in TSC) when I called them they said that since I am working in different jurisdiction they transferred my case.
My interview was done on 30th Sep and they approved my case on OCT 20th and I got my card yesterday.
