B2 visa; noaos, noex, noeos written on passport

My cousin just came to the states and on his passport they wrote noeos, noex, noaos.

this is the first time it happens from all of his visits.

Is he in trouble ?
What does this words stand for?

EOS = extension of status (get a longer duration of stay in the same status while in the U.S.)
COS = change of status (change to a different status while in the U.S.)
AOS = adjustment of status (apply for permanent residency, i.e. green card)
 
My best guess, "no extension" whatsoever. Your cousin's intentions were severely doubted by the POE officer. He/she could have easily denied him entry, but decided to grant 4 weeks of entry with the condition that your cousin is left no avenue to extended his stay in any form or shape. Your cousin needs to depart by Nov 18th. This will work in favour of him and next time he may get the default 6 month stay.
