This is the last bulletin for DV2023, correct?

So there was a big jump for OC between August and September (but none between July and August). And that means OC won't get to the current stage for DV2023, correct?
 
Do they shut down the IVAMSWEB (Visa Allocation System) right when 55,000 visas are issued? Also are visa allocation requests based on authorizations given by the officer behind the IVAMSWEB?

For example, let`s say 55,000 visas have been issued on Wednesday and they kept issuing visas until Friday. On Friday, I had the interview and the officer said "Ok, I am approving your case.". Then the officer looked at IVAMSWEB and messaged another officer "Can you allocate one visa for this guy?". Then they determined whether visas are available or not.

Also apart from topic, based on overscheduled interviews my opinion is if they really want to stop at 55,000, they should have cancelled the interviews for consular processing and 221G processing for next week. Because logically speaking, if they issue all the consular interviews they will exceed the cap by at least 1000 or 2000. If they issue 221G, they might hit the cap by 1500 as well. But if they decide to only issue AOS, let`s say 53397 (Consular) + 800 (AOS) = 54197 visas have been issued and then they issued 200 more AOS cases, this will make 54197 + 200 = 54397 then they continued issuing 221G for this week by around 430. We get 54827 which is closer to 54833 allocated for the entire year (with NACARA).
