Applied at Texas Service Center and received a receipt from California?

Hi All,
I filed I130 for my brother and sister at Texas Service Center last month. But I have received an receipt notice for both application from California Service Center. Why it is so? Is it because Texas is so behind California is helping it to catch up?

Yes, Amishah, your guess is right.
Last September I sent my I-130 to TSC and it was transferred to CSC for a faster processing.
