I had a question from a friend. She was adopted and is a USC. She ia more than 18 yrs old. She wants to apply for her biological parents to immigrate to the US. Can she do so ?
I may be wrong here, but I believe once a child is adopted, he/she is no longer "related" to his/her biological parents. So, in this case it would be no different than a USC trying to sponsor a friend, which is not able to happen.
