I dont think there is a case that KCC denied dv application of one of the winner. KCC is the government authority which is responsible for handling DV program and allocating the visas. But as you may know the consular office is fully authorized for DV denials after interview.
yes, I know of a case like that. A person has filled in the application with a wrong country of birth/eligibiligy for his spouse, and after he won and sent his forms in, KCC informed him that he was ineligible to continue.
As far as I understand, if mistake is editable and can be corrected, then no problem. In the case that Lucy mentioned mistake cannot be edited and corrected.
