One becomes eligible to file N 400 0n 4 yr +1 day in case of being out of US for more than 1 yr with REP. I like to know if 90 day prior filing rule applies in this case also.

NO. Search thru this forum there are people whose apps got DENIED cause they applied too early (esp 4+1 candidates). Do not apply a day before 4 years and 1 day. In fact give yourself some cushion and apply 4 years + x days . In my case x was 10 days.
