4 years are OK to apply for citizenship?

Can someone please let me know that 4 years of continous presence in the US is sufficient to apply for the citizenship?
Does it make the process much smoother and quicker if you apply after whole 5 years? How long it is taking if you apply from Carlisle, PA.

The answer is YES If you are married with US Citizen. Otherwise you can apply after 5 year of getting green card.

I would rephrase that:

Yes if you got your GC through marrying a US citizen and 3 years (actually 2 yrs and 9 months) have past since you obtained your GC. The number of years you are LPR has no bearing on the processing time of your citizenship.

I am not sure where Carlisle, PA is. I guess it under Pittsburg district.
 
Carlisle is in Cumberland county and comes under Philadelphia district. Currently, it takes approximately an year for the whole process
