I don't think so. I have not heard about any such rule that you need to do the LC if you have not spent 12 months in India. Acording to me you should be able to file for your 140/485 straigth away.

It is possible to continue your GC process even if you are not in the country or even if you are not working for the company. If you are outside US then the last stage of GC procees will be done thorugh cousular procesing. But there is little risk invloved in doing so.
