sudiptabhaskar Thanks. Yes I have confirmed that. If you live in canada you can apply in Montreal. You can also get it from your country of citizenship. They asked me to prove that I lived in Canada and after that they accepted the case for Montreal.

You dont need your PR card since you can land, apply for your card and then go for SIN. You will definitely need your landing papers to prove you are a legal PR
