Is it the employer's responsibility to collect this information, or the employee's responsibility to volunteer it? I.e. Is it necessary for an employee to notify the employer in a change in immigration status that does not alter employment eligibility?

My GC was approved on 10/30/06 and I received the approval notice and physical green card, but have not yet received the "Welcome Notice" Is this something I should be concerned about? Thanks
