Worried about Continuation of J1

Hello,
I am worried regarding ECFMG sponsored J1 visa continuation.
I have completed Internal Medicine residency on a J1 visa and am looking forward to Neurology training for 3 years.
I just received response from the Neuro program GME office that they have received denial from ECFMG to continue sponsoring my J1, since it's considered as change of specialty after 2 years of initial specialty training.
Now, Neuro is considered a subspecialty (fellowship) in India but here it's specialty (residency) training. I also have Medical Council of India website documentation about requirement of prior 3 years of training in Internal medicine for further training.
What should I do? What are my chances to get ECFMG to continue sponsoring a J1?
I am currently pursuing PGY4 internal medicine and still have 3 years of J1.
