Will Visa H1-B Stamping possible just for 5 months left.

Hi,
My friend need to travel outside US for Emergency to home country but his 6th year extesion is going to be expired in another 5 months, Would like to know can he go to home country consulate for Visa Stamping just for 5 months left to expirey of H1-B
