Will EMPLOYER really pays the $500 required by law for H1 renewal?

My H1 was renewed several months back. I thought my employer
paid for them but apparently my lawyer paid for the $500 fee
then and now telling me we owe him this.

Before I go back to our HR to talk about this...I want to be
sure that they are really required by law to pay for this $500
fee.

I thought that the employer was supposed to pay $1,000 since
last October. I also thought that there were some exceptions, too.
(Check the INS web site for the detail.) Was your case filed
before then?
