Why my case need to be transfered to the local office?

my application is processed at NSC. Because my sponsor is in MO. But i am working for a company which is located in Los Angeles under my H1B status. Recently,my case was transfered to Los Angeles immigration office. My question is why my case need to be transfered to the local office. who will make the final decision. Los Angeles office or NSC? please comment it or share your experience.

If you have no past immigration problem (like out of status),
or your case is "clean", the transfer is a random selection,
supposely to ensure "quality" (whatever that means).

Los Angeles office will make a final decision on your case.
