Why FP expires in 15 months?

Does anybody know? I am struggling to understand.

Isn't it wastage of INS time and resources - knowing that it doesn't change?

It's the FP result from FBI which expires in 15 months. Since CIS doesn't have storage space even hard drives/CDs to save the FP, So they have to re-take again by wasting far more money and time and send to FBI.
