Who can sponser?

Guys,

Can a Canadian PR holder sponser (for Canadian residence) his or her parents, brother or sister or you have to be a Canadian citizen to do that?

Yes.

You can sponsor your parents and any of their dependents 19 years or less of age (May be it is 21, not sure).

Here are some of the strings attached for sponsorship:

The Sponsor MUST BE LIVING IN CANADA!!!
Must have paid Canadian Taxes, since one is required to enclose the same (assessment notice sent by CCRA)
Must have a job
Also one need to be earning a salary stated in Low Income Cut off (LICO)

LICO does not apply if one is sponsoring wife and child.

My brother is sponsoring my parents and Vault is right, you will have to show that you make a certain amount and pay taxes, and of course live in Canada.

I believe it is after a year after you arrive in Canada that you can sponsor.

1 year living and working (paying taxes) in Canada.
 
I came to know that one can have a job in the US and substitute this for canadian employment. But the catch22 is that if one is workig in the US he/she has to be back in Canada in the evening/night, and you will be asked to prove this.
