Which pre-clearance airport if stopping over within Canada?

If I fly from YYC to YYZ (or YUL) before heading to the US on a single ticket, can I apply for TN visa in YYC? Or, does it have to be in YYZ (or YUL)?

It will be at the last Cdn airport, before boarding your US-bound flight. You won't go through US CBP when flying from YYC to another Cdn city.

If you're not boarding a US-bound flight, you likely won't be in the vicinity of the pre-clearance area.

Correct. .. you cannot. It has to be the last airport from which you formally request entry into the US as nelsona mentioned
