where to file I-485 ?

Hi Everyone:
Instruction in Form I-485 has said :" File this application at the INS office having jurisdiction over your place of residence".

How to interpret " place of residence" ?

My friend used to stay in Los Angeles prior to his family's moving to New York. He has been in New York since 01/10/2004. His wife just becomes US citizen.

Should he submit I-485 form to local INS office in New York?

Is New York going to be his permanent address? then yes he will have to file the I485 at the new york office.
