When is the case transferred to a local DO?

I sent my N-400 to the Nebraska Service Center in early December 2006. The receipt date was Dec 6, 2007 and I did my fingerprinting on Jan 11, 2007. After that I seem to have gotten stuck in the dreaded Name Check.

A few days ago I had an INFOPASS appointment in Chicago, where they confirmed that my name Check is stil pending.



The IO also said that my file is still at the Nebraska Service Center.

Is this normal? When do they usually transfer the file to a local District Office? After the fingerprinting? Or after the Name Check is cleared?

After all checks are complete and successfull, then your application will be put in a queue for interview scheduling. When you get your IL, at that point your appication has moved to the local DO.
