what do the cut off dates do to portability?

Hello,

do the unavailable visa numbers mean that portability too is no longer in effect?

pls advise...

What is Visa Number ? OR What is immigrant number ? Is it the same as Alien Number ? Do the people who filed I-485 in 2001 and 2002 are affected by this availability of visa numbers or retrogression....???

are we unlucky or what?!!!!??? :mad: apply for labor, the 245i or something kicks in , apply 485, namecheck crap, as if that was not enough, now this.
