If we don\'t push them to pass HR1560, this bill will be pending forever.
Its fate will be just like another pending bill HR3771IH which was submited
on March 1,2000 to "eliminate the numerical limitation on the number of aliens granted asylum who may become lawful permanent residents in any fiscal year".

Hi Pete1, I support your initiative. That is something all asylees should be doing. Up to now, only individual efforts of asylees visiting this portal have been made on sending letters and e-mails to congressmen.
We should be more organized and, in addition to these individual efforts, prepare a document, to be sent to all congressmen, explaining why this Bill should be approved and asking for their support to get it approved. As I said in a previous message posted by mid April, we might have more chances for success.

 I searched in http://thomas.loc.gov/ for the Bill number HR3771 but no results were found.
 The URL you posted http://shusterman.com/hr3771.html is a third-party private Immigration lawyer\'s web site and not an official government site.
 Also, if you compare the contents of this "HR3771" and "HR1560" closely you will come to notice the fundamental differences: HR3771 is calling to eliminate any numerical restrictions on asylee Greencard approvals whereas HR1560 is calling to increase the quota from 10,000 to 25,000.
  I am still curious on what happened to the HR3771 bill though.
  I do however agree with you on the importance of the letter writing campaign. Public opinion always play a major role in making laws in this country.

Hi Jack, I had also checked that and found the same. I am also curious about what happened to that Bill, and I am not aware of the procedure followed for a Bill to become a law. Maybe at that time the HR3771 was discussed, not approved, and after the HR 1560 was introduced as an alternate solution? who knows? Will try to do some search on that.
I intuitively would say that public opinion and also pressure from organizations play and important role. Recent approval of immigration benefits for EB visas is an example, also not too much time ago the NACARA for Nicaraguans is another example.

Though Thomas locator is not providing info on this Bill, I found that it was in fact introduced on 3/1/2000. Last action reported is that on 3/21/2000 was referred to Subcommitee on Immigration and claims. Again, what criteria they follow choose what Bill they discuss?
I guess the best way to know about this Bill is contacting Rep Berman and also asking him if he would cosponsor HR 1560.

Yeah, some of those special interest groups lobbying for EB visas are funded by hightech companies with deep pockets. So they can run effective campaigns such as buy TV ads, hire full time staff, invite Senators and their aides to luxurious luncheons etc.

I was so happy when I found this bill in March 2000. But Now I understand if we don\'t express our support for it,
they will keep on ignoring HR1560 just as they did to H.R.3771.IH before.
