want to get a green card for my unmarried and disabled sister !!

Given that I will be a US citizen soon, I want to apply for green card for my unmarried and disabled sister (above 21 years) who is living with my parents in India. My parents are old, so I want to bring my sister here so that I can take care of her after my parents pass on. She is also a slow learner (or not matured with her age). Last year her leg was amputated. So given that she has these issues I wish to bring her here. What is the best plan of action to bring her here as soon as possible. My parents are aged 81 and 76. Is there a special category for such cases on humanitarian grounds.

My plan is:
Plan A: (1) To apply for green card for my parents and
(2) once they get the green card, they can apply for my sister as unmarried daughter

Plan B: I could apply for green card for my sister myself.

Please advise. Also please let me know the approximate time it takes to get a green card if I follow either plan A or B and which one is a better approach. Thank you in advance.
 
Are you a millionaire? Or are your parents millionaires? If not, how do you plan to afford the medical treatment in the US for your parents and sister, given that it will likely be impossible for them to get insurance?

And if you bring your parents to the US, who will take care of your sister in the years while your sister waits for a green card?
 
I am not rich and know that I cant afford medical treatment for my parents in the US but I could get their health checked up just before I bring them to US and buy all the medicines they need for their stay and cross my fingers that nothing drastic will happen. I have a friend that lives nearby who is a doctor so she can check them for small health problems. Meanwhile I will try hard to find some insurance. I understand that this may not be a good idea. But at the moment I am just exploring my options.

But in any case I understand that it is risky. As for my sister I would have to find a institute/nursing home to take care of her while she waits for green card assuming that I find one that is willing to take her in.

Other than that right now I am clueless as to how I can acheive this...

Ofcourse in worst case I would have to relocate for the sole reason to take care of her in India but that would be my last option. I wish to try everything before I choose this option.

Right now the reason I posted is to explore what options I have at hand to get her a green card. And to find out if this is feasible. Kind of brainstorming....
 
I am an under-40 man in robust health, and I have insurance, yet I spent over $4000 last year for treatments and tests and physical therapy for a "small health problem".

You could be killing your parents and/or bankrupting yourself by bringing your over-75 parents here, thus making it even harder for you to provide for your sister.

And in case you don't know, it is illegal to import drugs into the US if you aren't a DEA-registered importer. Customs officers will usually use their discretion to allow small quantities for personal use, but don't expect to bring in a year's supply of multiple different medicines.

For the money you would spend every year to support them in the US and treat their "small health problems", if you send that money to India they'll live longer and healthier and you'll still be able to afford surgery or other major treatments there if they need it. With that amount of money you can even hire a full-time nurse to come to their house 5-6 days a week.

Thank you so much for your reponses. I am beginning to see that Plan A is not a good option. How about Plan B where I apply for green card for my sister directly and let my sister stay with my parents as long as they are alive and later on I will try to find a institute/nursing home that agrees to take her, and she continues to stay in India (and I visit her frequently) until she gets the green card. Not sure how this would work out and also it may take many years in this case. In addition to all the health problems I mentioned about my sister she is also diabetic. If she gets green card and comes to US I hope she can get some health insurance, am I right? Thank you so much for your time.

Is there any provision that would make getting green card for my sister faster or easier on humanitarian grounds given her health issues? May be I am expecting too much....
 
Actually your sisters condition will slow down the process. Not speed it up. This is not a socialist or christian society. Charity is not what you will find dealing with the US govt. The govt. is doing all they can to prevent people that will become a burden on society from coming to the US.

Lets say you got your sister here. Once the insurance company finds out about her diabetes and other health problems, you will pay over the roof to keep her insured. That is if you are that lucky and fine an insurance that will insure her.

Rather than bringing her over and wasting the money here, send them to your country. She will be well taken care of there for that price.

No. Diabetes is almost always automatic rejection for individual health insurance (and where it isn't automatic rejection, the price is astronomical and/or they won't cover her diabetes-related supplies and treatments). She would have to get a job that offers group health insurance, but apparently her disabilities would prevent that.

The health care legislation that was passed last year would stop insurance companies from rejecting her due to her pre-existing conditions, but that provision doesn't take effect for another 2 or 3 years, and the health care law may be stripped down before that. You could file a petition for her now, and then make the final decision in 2020 or 2021 (i.e. when her case becomes ripe for completion at the consulate) based on the US health care system at that time.

Thank you Czech guy and Jackolatern for your feedback and suggestions. Looks like health insurance is going to be a issue. Yes my sister will not able to work because in addition to her health problems, her English is not good either. So getting health insurance through work might be a problem. As Jackolatern suggests I could just take a chance and apply for green card soon after I get my citizenship and re-think about it when the time comes for her to get a green card. Meanwhile I will try to arrange for her to be taken care in India. Thank you for your time and suggestions.
