Visitor's visa

Hi,

I have a question on visitor's visa. My friend's parents applied for a tourist visa in Feb2003 and got it rejected. The reason for that was friend's father was retired (voluntary retirement) and was around 52 at that time. Now he has a certificate from a consultant with a job description, stamped letter, etc documents.

If they plan to attend the tourist visa now, what are the chances for a visa approval. what other documents are needed ? Also say, they got their visa around Jan2004, and get a 5year visa or so, is it a must that they should travel to USA within six months of their approval date or they can visit anytime before the visa expires? Please let me know.
