Visitor visa-221g- Can v submit passport in other country after 221g status clarifies

My father had gone for a visitor visa interview to Mumbai consulate and he got a 221g.It is almost 8 week now and his case is still in pending status.

My father has to go to London on 1st July and he can not postpone his trip to London from 1st July. So I have three questions which are stated below:

1. Considering just 5 working days remaining before 1st July, is there a possibility we can expedite this process?

2. If it happens that he is in London when his US visa pending status gets clear, then can he submit his passport along with 221g to US consulate in London?

3. If he can not submit his passport in US consulate in London to get the visitor visa, then what is the last day from the day his pending status gets clear that he can submit his passport in Mumbai consulate?
My father is coming back on 4th Sept from London.

Please reply if anyone knows something about this.

A1: 221(g) most likely means the consulate is awaiting the "all clear" from some agency in DC. There is no way an applicant can expedite this.
A2: No
A3: That depends on how long the consulate will wait before closing the application.
