Visiting Canada on Green Card Stamp

My in-laws recently immigrated to USA and at the airport their passports were stamped for PR which is valid for a year or until they get their green cards in the mail. My question is, will they face any problem entering Canada on this stamp? Will they be allowed to enter? I have heard that some were denied entry because they didn't have the actual card. Please let me know.
 
Do they have an immigrant visa in their passport? If so, they can enter Canada withoug actual green card. The official statment regarding this issue is shown in link below.

United States citizens and permanent residents - A United States citizen or a person lawfully admitted to the United States for permanent residence who is in possession of their alien registration card (Green card) or can provide other evidence of permanent residence.
