USC, no job/income, can she bring in husband from India?

My friend is an USC and a single mother, laid off from job a year ago, living on umemployment benefits since then.

She went to India 3 months ago for marriage. To bring in the new husband and 2 step children to US, is she needs to show enough income proof to support the family of 5 (2 adults & 3 children) while applying for GC or K visa? OR she can just apply for GC/Kvisa and bring them in.

as long as the USC has a perosn to co-sign as a sponser on the affidavit of support, it shouldnt be a problem
 
However, according to USCIS (Call Center) the USC who is petitioning must still fill out a I-864 even if there is no income.
