Unpaid traffic ticket issue with H-2A visa?

I have a question for someone that I work with. He was here last year on an H-2A visa and was pulled over and given a ticket for driving without a license or insurance. He did not pay the ticket before he went back to Mexico. So my question is, how is this going to affect his visa for this year? He is supposed to be returning on an H-2A visa in February, but is worried that he will not be given the visa because of this ticket. If it is a problem, is there anything he can do about it? Will simply paying the ticket solve the problem? He obviously can't go to court because he is no longer in the country.
 
There may be a warrant for his arrest. Paying this ticket at this late date may solve that problem but does not guarantee the issuance of a visa.
