Undocumented Workers / Staffing Agencies

Hello, please help me with this issue, as I can't find a definitive answer anywhere. In the instance where a company is taking its workers in through a staffing agency, the staffing agency is technically the "employer" of that individual, as the individual is on the staffing ageny's payroll. If the company who is taking the workers in (not the staffing agency) "suspects" that the workers are undocumented, how can that company cover its own ass? In other words, does the resposibility to do the I-9 fall on the company or on the staffing agency? If you have any input, or a link to some relevant law or article, I'd appreciate it.
