i am wondering if my brother in law (uk citizen) can come from London (UK) to US for 5-6 days just to visit her mom and family here? he doesnt want to stay for 14 days or self quarantine himself for that long in US. can he do this ? if not - is there a way to make a request to US embassy in UK to grant a special exception to grant a stay for 5 days only in US?

There is no 14 day quarantine. The significance of 14 days is the time you cannot have been in a Covid travel banned country like the UK before your enter ( except (mainly) USCs, LPRs and spouses of USCs). Unless he’s Nigel Farage don’t expect an exemption from this rule. He won’t be allowed to fly unless he has been in a non banned country for 14 days before travel.
