1. By mail it would be an extension. If you go to border, it is a fresh petition. There is no such thing as "renewal".
2. No. you could begin the extension process by mail now, but border petition would only be in the last month or so before expiry.
They need to sign the documents (I-129 and letter). If it is matter of not wanting to pay, then you have to decide if you want to pay for I-129 (which you can), or pay for trip outside US a few months from now.
I work full time for the state and they do not do the i129.
