Ticket for expired registration

I was ticketed in 2000 for an expired registration; I paid the fine right away.

There were no points taken off my drivers license.

I was on H1-B at the time and had not even applied for my green card.

Do I need to disclose this ticket for expired registration on the N-400?

I had the same exact situation in 2006, I fought the ticket though and it was taken off my record. I did NOT list it or mention it in N400, as it was only $101.
 
i got a ticket of inspection expired in year 2004, and i mentioned it in my N400 and that ticket delayed my application for 2 months, the IO asked me to give him the proof that showed the ticket was paid in full and i went to my local Department of Finance office and they couldn't even find the record about that ticket, however, they issued me some letters showed the USCIS i don't owe them money.
