Ticket and Q 15 16 17 18.

This is regarding close friend who got a ticket for talking on mobile while driving.
Received it today and actually he already filled the applciation and had to send application tomorrow.
Now what he has to answer. for
15.
16.
17.
18.
And since this receievd only today he doesn't have the time &data to pay the fine.
How to anser the above Qs and also whether he need to wait sending the application since the fine is not paid as on today and he can not give details like citation whether paid or not in N400.

He can pay the fine by going to municipal court and then mail his application.

He should update the N400 Page8
 
Most people only consider Q 16 is traffic ticket relevant.

A ticket carres a charge but they do not answer Yes to Q 17.
If you pay the fine oir are found guilty by a judge for your traffic ticket,
then you are convicted, but most exclude traffic ticket from Q 18.

In summary, most do not consider traffic ticket as "any/a crime or offense" so they answer No to Q 17 and 18
but Q 16 says " for any reason" not " for any crime or offense", so they answer Yes to Q 16.

As for Q 15, forget about it. If you answer Yes to that question for traffic, you will list 5000 incidents
because everytime you drive above speed limit without a police arresting you, you commited a crime or offense
for which you were not arrested.

So who are right? No one knows. Many do not even report traffic ticket.
So it may be enough to answer Yes to only Q 16 for traffic ticket. Let USCIS
IO determine during the interview. They care very little about it

As the ticket is issued today it may not be updated in court to pay for another week or 15 days it seems.Then only the fine can be paid.
Mean while answering Q 16 yes,can he send his application but only confusion is--what he has to write under the citation details table for citation in N400?
Or he must need to wait till fine is paid and then only send the application with Q16 yes and
details of citation table-- as fine paid?

I prefer to send N400 once fine is paid.
Then write: Traffic Citation
Date…
City/state…
Fine paid$.......
