When I look on the USCIS website for the Texas service Center Processing times, is shows July 31st 2008. Does it rule out any possibility of receiving Green card within a year?
Has anyone filed with that office and received GC in less than one year?
 
The currently processing time is July 31, 08 but as of Apr 30, 2009. (You have to look at this date to figure out how long is the current processing time). It changes every month. As of Apr 30, 2009, USCIS processed cases which were applied by July 31, 2008, meaning current processing time at Texas Services Center is about 9 months. So the answer to your question is "yes". Read the forum and you will see a lot of people got their green cards within 6 months.

Thanks. You definately understood my question.
I am really excited at the possibility of getting a GC within a year.

I could not attend my father's funeral two years ago because USCIS would not provide and emergency travel document. It arrived 45 days too late and I still suffer from this. Having a GC on hand is always safer in case of emergency travel.
