ssn card has changed?

My mother updated her immigration status to USC at SSA and applied for a new card, because she lost her a few months ago. Today her ssn card has arrived and there is date of issue on the card. Is it something new?
 
i meant to answer your passport question, as i have not changed ssn status yet since citizenship.

the gov't web site says 10 weeks for normal non-expedited service of a new passport.

Hmm... Does it matter? There isn't an expiration date, is there? :)
