Spouse\'s name in passport

Hi gurus,
The packet 3 documentation (an included form dated 1992) says, your passports need to reflect your spouse\'s name. Is this required or can be waived as a marriage certificate will be presented anyways ?

Second thought, NVC does not have your passport.
