So what location processes the I-130?

Could someone please let me know if I am reading this correctly? My wife filled a stand-alone I-130 for her parents last week. She mailed it to the Chicago lockbox. Once there it would be forwarded to NBC, who in turn will forward it on to the field office that services the petitioner's address (my wife), which for Maryland is Baltimore. There the field office would make a decision on the I-130 and then send it to the National Visa Center if approved.

If I did read it correctly that NBC is going to have Baltimore make a decision on a stand-alone I-130, how long should it take to be processed since an I-130 is not listed on the processing tables for the local field offices or even NBC?
