Just to update the forum members what I learned recently. I spoke to Passport office agent about my minor child.
He informed me that I don't need to apply for citizenship certificate. Passport is proof of citizenship, even it is expired.
They did not return green card. They send a letter stating that they sent green card to USCIS because that's invalid.
We're going to keep renewing passport as we travel. You can just get passport card that's only $30 and easy to carry instead of large citizenship certificate.
Other advantage if passport/card is lost, it will be cheaper to replace than citizenship certificate.
