Should I Trust Them?

I got mail saying the visa is not available for this year and they should make a decision or other actions on my case in 90-120days when the visa is available. Should I trust them? They did not mention name check in the letter this time (however, IO a few days ago told me it is not cleared but an IO is looking at my case). This time they are using visa availability as a reason. Does NSC usually use name check to explain delay before this July 2 retrogression.
 
Hey james_gmail, can you tell me when did u open the service request and what is your PD, I got a different response from my service request that I created on July 5th
