After reading BigDog's approval, I bit the bullet and opened a Service Request. Called NCSC and received a SR with a reference starting T1N....VSC. On asking why VSC and not TSC, the rep didnt have an answer.
Service Request Opened on Jun 13 2007.
PS: I read rverpra's post and called NCSC again and spoke to Mary and was informed that they have no control and the ref code is generated by the system...and the request goes to the location where it is pending or the system is THAT smart to send it to TSC(who knows how much of it is true since they have like 2300 pages of scripted answers to read out from).
PPS: This is a GAO report from 2005, all calls to NCSC are Tier 1 call center contractors for USCIS and all calls to any of the 4 service centers are Tier-2 Call center employees. Tier-2's are the IIO's. You can read it here - http://books.google.com/books?id=GZj0uD8NvUMC&printsec=frontcover&dq=service+request+ncsc+uscis#PPA7,M1
PPSs: I already posted this in another thread, read the following 4 articles to understand how things work at TSC. You can read it here
