S2611 - increase in H1B cap from 65k to 115k

As we all know, the immigration bill S2611 has been passed by the senate on 26th May,2006. As per the provisions included in this bill, the H1B cap will increase to 115k. If finally approved with all the formalities, will this increased quota be available to applicants applying for FY 2007(that is, applicants applying for the quota which opened up on 1st April,2006, and is on the verge of being used up currently)

1 senate and house conference and agree to a common bill

2then this bill will,if acceptable to president,will be signed
by the president

3 then it will become a law

one does not know how many details are compromised in step 1
to arrive at a bill acceptable to all
