RFE and Transfer!

I have seen a lot of people got approval after replying REF withour transfer to local office. i.e.

RFE = No transfer??

Gurus what is the funda here???

According to a memo I saw few months before , USCIS will only transfer cases if they think interview will totally resolve the issue....Otherwise they are supposed to issue RFE's or NOIDs or Denials or Approvals...The scenario earlier was instead of an RFE they will transfer cases hence local offices were flooded with transfers...Hence they'll do transfer only if they think interview will resolve the suspicion or issue that USCIS has with the approval of that application...That's what I interpret from that memo...

I have seen most of RFEs do not get Transfers to local office.
