Received Notice of Immigrant Visa Case Creation for F4 visa

I have received the “ Notice of Immigrant Visa Case Creation” from NVC with case number and invoice ID. What next? Can i go ahead and pay the necessary fees and upload all the required documents or should i wait for the welcome letter from NVC.
 
First, you have to pay the fee and wait for 2 days to sometimes 2 weeks for their confirmation showing the status as ‘PAID’. Then only, DS260 option will be activated showing ‘Start’
and when it shows ‘Submit’ , then only you have to submit the documents.
