My friend is travelling to India on H1B multiple entry Visa. His refuelling stop is at Frankfurt, Germany. Does he need a transit Visa. German consulate has been singularly un-helpful.
I don't think you need one transit visa. However you might want to check with travel agent or German consulate web site to make sure they do not need one. Now a days the rules are changing very fast. So the one that applies today doesn't tomorrow. So better check. Previously it is not needed.
